Nigeria is reinforcing its commitment to building a secure and globally competitive digital economy with the launch of a new software quality framework that will raise standards for government technology projects while creating fresh opportunities for indigenous technology companies.
The National Information Technology Development Agency (NITDA) has introduced the National Software Quality Assurance Framework, a comprehensive national standard that requires Federal Government software projects to undergo independent third-party testing and certification before deployment. As part of the initiative, the agency will also license technology firms to provide software testing services across the country.
According to a statement issued on Wednesday by NITDA's Director of Corporate Communications and Media Relations, Hadiza Umar, the framework is designed to reduce costly information technology failures, strengthen cybersecurity and improve public confidence in digital government services by establishing national standards for software development, testing and deployment.
The framework, signed by NITDA Director General Kashifu Abdullahi under the provisions of the NITDA Act 2007, will become a mandatory requirement for obtaining IT Project Clearance for Federal Government software projects from the second quarter of 2027.
Ahead of its implementation, NITDA will begin nationwide stakeholder engagement and capacity-building programmes while commencing the accreditation of Licensed Software Testing Organisations. The agency also announced that it will soon issue an Expression of Interest for technology firms seeking licences to conduct software testing and certification.
"An Expression of Interest will be issued shortly for prospective testing organisations seeking licensing, giving tech firms ample opportunity to align their technical capacity with the new national framework," the agency said.
Beyond improving the quality of software used in government, NITDA expects the framework to establish a regulated market for independent software testing services, creating new opportunities for indigenous technology companies and software professionals. The agency also believes the initiative will encourage local firms to obtain internationally recognised certifications, create high-skilled technology jobs, strengthen Nigeria's software ecosystem and attract greater foreign investment.
Explaining the vision behind the initiative, Abdullahi said quality remains the foundation of trusted digital services.
"Quality is the foundation of digital trust. With this Framework, every software solution serving Nigerians, whether built for government or the private sector, will meet clear national standards for security, reliability, and interoperability," he said.
"This is how we modernise government technology and position Nigerian software to compete on the global stage," Abdullahi added.
The National Software Quality Assurance Framework brings together three existing regulatory instruments into a single national standard: the National Software Development Guideline, the National Software Testing Guideline and the Software Testing Organisations Licensing Guideline.
Under the new regime, every government software project must receive certification from accredited third-party testing organisations before deployment.
To ensure oversight reflects the level of risk involved, the framework introduces a three-tier classification system for software applications.
Class A covers high-risk and critical infrastructure systems, including core banking switches, national identity management platforms and electricity grid control systems. These systems will be subject to the highest levels of security testing and specialised audits.
Class B applies to moderate-risk enterprise platforms, while Class C covers lower-risk internal applications, ensuring that testing requirements remain proportionate to the risks associated with each category.
The initiative represents another important step in Nigeria's digital transformation, strengthening confidence in the country's software ecosystem while laying the foundation for more secure, reliable and globally competitive digital solutions.
